López de Mendizábal was born about 1620 in the town of [[Chietla (municipality)|Chietla]], in [[Puebla]] (present [[Mexico]]). His father was a [[Basque people|Basque]] legal representative. He and his wife had a [[hacienda]] in Chietla. Bernardo's family was formed for imperial functionaries. López studied in Jesuit college at Puebla, but finished his study at the university in [[Mexico City]]. López occupied many government charges in [[New Kingdom of Granada|Nueva Granada]], [[Cuba]], and [[New Spain]], while bureaucratically amounted.
