The issue of whether Campbell pled guilty to drunk driving is subtle but politically significant. He did not plead guilty. Rather, he entered a plea, valid in Hawaii but not British Columbia, of "nolo contendre" or "no contest", which accepts the penalty without admitting guilt. This probably makes sense in terms of the precedent he made for other government officials, and for him personally in a legal sense. – I question if there is a primary topic. We have the Secretary of State for Scotland, not much less important than prime minister of British Columbia, who some British people might regard as the primary topic.
